Due to windows 10 updates some permissions and privileges are changed, and it appear that it affected on some programs like chrome browser, it take too much for chrome to validate ssl certificates, and based on that cpu report it as high usage and terminate it! this is why you see such error: 
"This site can't be reached"
took too long to respond.
"ERR_CONNECTION_TIMED_OUT"
